Rationale
The Rajabhat University Act B.E. 2547 and the Rajamangala University of Technology B.E. 2548 Act specify that a university is an institution of higher education for local development with a mission in providing education, enhancing advanced knowledge and professionalism, generating academic and vocational teachers, maintaining arts and culture as well as the environment on a balanced and sustainable basis. However, as higher education institutions, promoting and supporting faculty members to conduct research, to create quality academic work and to constantly disseminate it to the public are essential. This can be seen through the criteria with clear specifications of research indicators, set by The Office for National Education Standards and Quality Assessment (ONESQA), the Office of Higher Education Commission (HEC), and the Office of the Public Sector Development Commission Thailand (OPDC).
Faculty members, researchers, and academic staff of both Rajabhat Universities and Rajamangala Universities of Technology have realized the importance of conducting research. Nevertheless, research publications in national or international journals have become a must, not only as one of the indicators specified in both internal and external quality assurance of higher education institutions, but also as a major part of research submitted for an academic rank. Today, there are a substantial number of potential researchers in Rajabhat Universities and Rajamangala Universities of Technology, producing quality research, but they still need to be provided with writing skills necessary for publications in standard national and international journals.
Therefore, in order to provide personnel of Rajabhat Universities and Rajamangala Universities of Technology with the expertise needed to have their academic and research articles published in standard national and international journals, the United States Educational Foundation (Fulbright Foundation) in association with the Thailand Research Fund (TRF) and Phranakhon Rajabhat University will hold a seminar on “Academic and Research Article Publication in National and International Journals” on January 10-12, 2011 at Sitarom Room on the second floor of Phranakhon Grand View Hotel, Phranakhon Rajabhat University. It is an in-depth seminar focusing on faculty members whose research can be written as an article submitted to national and international research journals. The focus group or the participants will join a workshop on article writing under close supervision by Professor Dr. William Herman, an expert of the Fulbright Foundation, together with a team of group mentors. A follow-up session will be carried out so that all participants may succeed in having their academic or research articles published in national and international journals.
Objectives
1. To provide the participants from Rajabhat Universities and Rajamangala Universities of Technology with knowledge and understanding of the techniques needed for writing academic or research articles to achieve publication in national and international journals
2. To facilitate a writing workshop for the participants from Rajabhat Universities and Rajamangala Universities of Technology, enabling them to practice writing an article in accordance with the requirements of national and international journals.
3. To avail an opportunity for the participants from Rajabhat Universities and Rajamangala Universities of Technology to ask a question and to share ideas as well as experiences in writing academic and research articles with the guest speakers and other participants.
Participants
The 30 participants are lecturers and researchers of Rajabhat Universities and Rajamangala Universities of Technology.
Seminar Methods
1. Lectures
2. A workshop on article writing under close supervision by Professor Dr. William Herman together with a team of group mentors
3. A follow-up session by guest speakers and group mentors directly and through an on-line system
Dates and Venue
The seminar is held on January 10-12, 2012 at Sitarom Room on the second floor of Phranakhon Grand View Hotel, Phranakhon Rajabhat University.
Expected Outcomes
1. The participants from Rajabhat Universities and Rajamangala Universities of Technology will gain the knowledge and understanding of the techniques needed for writing academic or research articles to achieve publication in national and international journals.
2. The participants will join a writing workshop, enabling them to practice writing an article in accordance with the requirements of national and international journals.

Project Evaluation
The project is evaluated through a questionnaire and outcomes of participants.
Success Indicators
1. More than 80 percent of the participants reveal the project evaluation with a high level of satisfaction.
2. There will be 30 articles from 30 participants ready to submit to national and international journals.
